3、投标人资格要求：
3.QualificationRequirementsfortheBidder:
3.1投标人应是合法注册的法人或其他组织，具备有效的营业执照；
3.1TheTenderershallbealegallyregisteredlegalpersonorotherorganization,haveavalidbusinesslicense;
3.2投标人应是中华人民共和国工业和信息化部颁发的《基础电信业务经营许可证》证书企业或证书企业针对本项目的唯一授权单位；
3.2ThetenderershallbethesoleMinistryofIndustryandInformationTechnologyofthePeople’sRepublicofChinaauthorizedbytheenterpriseorthecertificationenterprisefortheprojectunderthe“BasicTelecommunicationsbusinesslicense”issuedbythestateparty;
3.3投标人不得在“信用中国-中国执行信息公开网”（http://zxgk.court.gov.cn/）被列为失信被执行人；
3.3Biddersshallnotbelistedasdishonestpersonssubjecttoenforcementonthe"CreditChina-ChinaEnforcementInformationDisclosureNetwork"(http://zxgk.court.gov.cn/);
3.4投标人在“中国裁判文书网”（https://wenshu.court.gov.cn）中查询无行贿记录;
3.4Bidderscancheckonthe"ChinaJudgmentDocumentsNetwork"(https://wenshu.court.gov.cn)thatthereisnorecordofbribery；
3.5单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目投标；
3.5Thepersoninchargeoftheunitisthesamepersonordifferentunitsthathaveaholdingormanagementrelationship,andshallnotparticipateinthebiddingofthisprojectatthesametime;
