投标人应具备的资格或业绩:对投标人的资格和业绩要求：RequirementsforQualificationandreferenceofBidder:（1）资格要求RequirementsforQualificationofBidderA．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；如果投标人为境外注册公司，需提供有效的公司登记注册证明；Thebidderwithinthecustomsterritoryshallprovidevalidindependentlegalpersonbusinesslicense,taxregistrationcertificate,organizationcodecertificate,orcombinedcertificateandbusinesslicense.Thescannedcopyoftheoriginalshallbeprovidedduringbidding(theoriginalcopyforreference);Thebidderoutsidethecustomsterritoryshallprovidevalidcertificatetoprovevalidbusinessregistrationcertificate.B.投标人应为本次投标所投产品的制造商或者授权代理商。如果投标人是代理商，则须提供制造商有效授权书；如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。Thebiddershallbethemanufactureroragentofthebiddingproducts.Ifthebidderisanagent,avalidLetterofAuthorityfromManufacturershallbeprovided.Ifthebidderisawholly-ownedsubsidiaryorholdingsubsidiaryofthesamegroupasthemanufacturerresponsibleforsalesofthebiddingproducts,thebiddershallproviderelevantevidencedocumentsfromthemanufactureroritssuperiorcompanytoprovetheabovematters,andinsuchcasethebiddershallbedeemedasthemanufacturer.Thebiddinggoodscannotbeauthorizedtootherbidderstoparticipateinthisbiddingatthesametime,otherwiseallrelatedbidswillberejected.C.是否接受联合体投标：否JointVenture:NotAcceptedD.未领购招标文件是否可以参加投标:不可以Bidwithoutthebiddingdocuments：NOTAllowed（2）资质要求Qualificationrequirement:A.特种设备证书：管道式超声波流量计到货时应随货提供《特种设备监督检验证书（压力管道元件制造）》。对国内制造的流量计（壳体），投标文件中应提供《中华人民共和国特种设备生产许可证》（压力管道元件），许可范围应包括流量计（壳体）。A.SpecialEquipmentCertificate：Forin-lineultrasonicflowmeters,aSupervisionandInspectionCertificateforSpecialEquipment(ManufactureofPressurePipingComponents)shallbeprovidedtogetherwiththegoodsupondelivery.Forflowmeters(Shell)manufactureddomestically,thebiddingdocumentsshallincludetheManufactureLicenseofSpecialEquipmentofthePeople’sRepublicofChina(PressurePipingComponents),andthelicensedscopeshallcovertheflowmeter(Shell）.B.防爆证书：投标人必须提供产品制造商的防爆电子式仪表的国家授权防爆认证机构颁发的《产品防爆合格证》B.Explosion-ProofCertificate:TheBiddermustprovidetheProductExplosion-ProofCertificateofConformityforthemanufacturer’sexplosion-proofelectronicinstruments,issuedbyanationallyauthorizedexplosion-proofcertificationbody.C.其他证书：投标人应取得并提供《中华人民共和国计量器具型式批准证书》。Othercertificate:TheBiddershallobtainandprovidetheTypeApprovalCertificateforMeasuringInstrumentsofthePeople’sRepublicofChina.（3）业绩要求RequirementforBidder'sreference:2015年1月1日至投标截止日(以合同签署时间为准)，投标人至少具有2个应用于乙烯裂解装置或苯乙烯-环氧丙烷(SMPO)装置或聚醚多元醇(DMC-POD)装置或裂解汽油加氢装置单个合同供货数量不少于4台的超声波流量计合同业绩。上述业绩合同中有一个满足包含至少1台公称通径不低于DN2000技术条件的液体插入式超声波流量计。Thisprojectdoesnotacceptbidsfromagents(resellers).FromJanuary1,2015tothebidsubmissiondeadline(determinedbasedonthecontractsigningdate),thebiddershallhaveatleasttwocontractperformancerecordsforultrasonicflowmetersappliedinoneormoreofthefollowingunits:Ethylenecrackingunit，orStyreneMonomer–PropyleneOxide(SMPO)unit，orPolyetherpolyol(DMC-POD)unit，orPyrolysisgasoline(Pygas)hydrotreatingunit.Foreachsuchcontract,thesuppliedquantityshallbenofewerthan4ultrasonicflowmeters.Amongtheaboveperformancecontracts,atleastoneshallincludealiquidinsertion-typeultrasonicflowmeterwithanominaldiameternotlessthanDN2000thatmeetsthetechnicalrequirements.同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的超声波流量计的业绩，视为投标人所投超声波流量计的制造商的业绩；投标人应提供说明函，说明本次所投超声波流量计的制造商与满足上述业绩要求的产品制造商属于同一集团。TheperformanceoftheUltrasonicflowmetersubmittedbydifferentmanufacturerswithinthesamegroup(i.e.,wholly-ownedsubsidiaries,holdingsubsidiariesormanufacturingplantsunderthesamegroup)isregardedastheperformanceofthemanufacturerofUltrasonicflowmetersubmittedbythebidder;thebiddershouldprovideanexplanatorylettertostatethatthemanufactureroftheUltrasonicflowmetersubmittedinthisbidandthemanufactureroftheUltrasonicflowmetermeetingtheaboveperformancerequirementsbelongtothesamegroup.投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称、供货数量。若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。Thebiddershallsubmittheperformancerecordformintheprescribedformatalongwithrelevantsupportingdocuments,whichmustinclude:salescontractsanddeliveryacceptancematerialssignedorsealedbytheend-user(suchasdeliveryacceptanceforms,commissioningacceptancereports,orothervaliddocumentationprovinggoodsacceptanceunderthecontract);allsubmittedproofdocumentsmustcontainatminimum:thecontractsigningdate,executedsignaturepages(withbothparties'officialsealsfordomesticcontracts,orsignatures/sealsforinternationalcontracts),manufacturer'sname,plant/installationname,descriptionofsuppliedgoods,andsuppliedquantity.Iftheperformancecontractisanannualagreement,inadditiontoprovidingtheannualagreement,correspondingreceivedordersshouldalsobeprovided,andtheordercontentornumbershouldbeassociatedwiththeannualagreement.Providingoneormoreordersandcorrespondingacceptanceevidenceunderthesameannualagreementisconsideredasonevalidperformance.未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。Ifnodocumentaryevidencefurnished,ordocumentaryevidencefurnishedcannotdemonstratetheaboveperformancerequirements,therelevantreferencewillbedeemedinvalid.如果投标人是代理商,2022年1月1日至投标截止时间（以合同签署时间为准），投标人应具有至少1个合同与本次投标同类产品的销售业绩，并提供相关业绩证明文件。业绩证明文件包括但不限于销售合同复印件，至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。Ifthebidderisanagent,thebiddershallhaveatleastonesalescontractperformanceofsimilarvalveinthisbiddingfromJanuary1st,2022tothedeadlineforsubmissionofthebid(subjecttothesigningtimeofthecontract),andprovidecorrespondingdocumentaryevidence.Thesalesperformancedocumentaryevidenceincludesbutnotlimitedtoacopyofthesalescontract,whichshouldatleastreflectthefollowingcontents:thedateofcontractsigning,thecontractsigningpage(domestictradecontractsshouldhavesignaturesandsealsfrombothparties,internationaltradecontractsshouldhavesignaturesorsealsfrombothparties),andthenameofthegoods.Ifnodocumentaryevidencefurnished,ordocumentaryevidencefurnishedcannotdemonstratetheaboveperformancerequirements,therelevantreferencewillbedeemedinvalid.是否接受联合体投标:不接受
